Borrowing at its LOWEST level but is NO TIME to leave austerity behind

GOVERNMENT borrowing for September fell to its lowest level in 10 years, but Chancellor Philip Hammond would be foolish to believe that this gives him any scope for giveaways in next month’s Budget.
