Houston drainage grid ‘so obsolete it’s just unbelievable’

Nearly any city would be overwhelmed by Harvey’s rain, but Houston is unique because it has regular massive floods and an inability to cope with them. Experts blame too many people, too much concrete, insufficient upstream storage, not enough green space for water drainage and, especially, too little regulation.
